Accountabilities:

Responsible for assisting in the implementation of the Construction Surveillance Program, and for ensuring the effective implementation of Contractor’s Quality Management System, at Contractors Fabrication Yard.
Providing continual communication, coordination and advice to the Yard Fabrication team on project fabrication quality issues and the quality performance of the EPCOL Contractor, Subcontractors and Vendors.
Development of Fabrication Surveillance plan for each construction activity identifying key inspection interventions
Reviewing and approving Contractors and Subcontractors Inspection & Test Plans, quality control procedures and testing procedures
Implementing quality control over welding processes including establishment of welding procedure qualifications, qualification of welders, control of welding consumables, surveillance of welding & NDE activity, monitoring welding KPIs and identifying corrective action to remedy poor performance
Assigning and managing inspection resources using approved Site Inspection Service (SIS) agencies to conduct surveillance inspections at fabrication yard and offsite facilities such as spool shops
Conducting Flawless Quality training programs and Welding training programs in conjunction with Contractor to eliminate common defects
Conducting regular site walk-throughs with fabrication yard management team to highlight quality and safety issues and identify areas for improvement

Qualifications & Experience:

Bachelor Degree in Mechanical Engineering or equivalent
Additional quality, welding or NDE inspection related qualifications
Broad experience in execution of major oil & gas projects, including involvement in the construction of major offshore production facilities.
Strong experience in a supervisory capacity of quality or inspection
Experience working in fabrication yards in Middle East
Ability to manage development and implementation of Projects Managements Systems adapted to Oil & Gas industry
Ability to interact with senior leaders and shareholders confidently
