The client, who are an International Oil and Gas operator, are recruiting for a Contracts & Commercial Manager on a contract basis. This will be a rotational position to be based on site in the Middle East.
Job Description
This role is responsible for ensuring procurement activity compliance to the Technical Service Contract and site governance. This role manages the client’s procurement systems and processes, contract models and procurement compliance frameworks This role is also responsible for procurement planning and performance management and is acting as a main interface to internal and external stakeholders.
The Contracting, Commercial and Risk Assurance Manager, will be seconded into the Oilfield site comprising staff from the client as well as its JV partners. This role will be based in Basra on a Rotational (28:28) basis and will report to the Chief Procurement Officer. This role will play a key role in coaching and development of the procurement team and build PSCM capability for the JV.
This will be undertaken by engaging with and supporting the following Iraq PSCM teams:

Duties:
- Delivers effective and efficient PSCM risk management process and manages the conformance agenda for the PSCM team. Leads the end-to-end risk and assurance process and execution, including ACDD compliance actions.
- Leads the annual planning and performance management process for the PSCM leadership team and provide inputs to other PSCM teams and stakeholders. Optimise the commercial performance of contracts across Iraq PSCM.
- Provides leadership in executing PSCM contracting plan in the region to help drive PSCM delivery in support of the region’s activity.
- Manages the region’s PSCM Processes and Systems, ensuring these are optimised, fit for purpose and support cost recovery.
- Manages Rumaila’s contract models and procurement governance processes
- Provides leadership to further develop the interface between the procurement teams to deliver the long-term contracting plan.
- Identifies areas that present value opportunities within current contract base and develop appropriate plan to address.
- Develops and implements a Local Content Strategy for the supply chain in Iraq.
- Leads a diverse team made up of secondees from the JV partners and builds the capability and competency of the team to meet ongoing and future business needs.
- Supports any special projects in the region.
Person Specification
Essential:
- University degree in Procurement, Engineering or other business/technical discipline.
- Oil & Gas or Manufacturing industry experience in leadership positions
- Strong business acumen to unlock value, track record of collaboration, able to deliver agile solutions to the business, try new ways of working and displays a growth mindset.
- Skilled at leading and influencing teams through complexity, developing capability and executing in multi-stakeholder, multi-discipline, multi-cultural environments, and providing solutions to regional and country-specific issues and challenges.
- Able to work under pressure and foster internal alignment among senior stakeholders with competing priorities.
- Demonstrates a deep understanding of the value of, and ability to develop, high quality, trust-based relationships with colleagues and with the wider organization - leaders and employees.
- Possesses deep understanding of Procurement and Supply Chain standards and processes
Desirable:
- Global / Multi-national business experience
- CIPS or CPM qualified
- Deep understanding of regional requirements, planning / execution processes and experience dealing with PSA/TSC /concessionaire approvals.
- Excellent oral and written communication skills
- Experience in identifying and mitigating risks in the supply chain, supporting project execution and driving supplier management
