The HSE Manager will ensure the plant is delivered:
The purpose of the SHE Manager Projects is to ensure that the project meets National
International and standards and a deliver safe and reliable plant to the planned cost
and schedule.
The role will prepare and organise the health and safety program during construction, provide
functional support and guidance to the Construction Managers.

Manager and the Project Management Teams. The role responsibilities include:

- With zero lost time accidents, recorded injuries and environmental releases
- On-time and within budget
- Total compliance with all government laws and policies during the execution, commissioning and start-up phase

and schedule.
The role will prepare and organise the health and safety program during construction, provide
functional support and guidance to the Construction Managers.

- A Cracker unit with great debottleneck capability;
- The largest overall construction project undertaken
- Ensure the technology selected and the plant constructed meet the key deliverables of the O&P North business

- Purchasing environment including availability of engineering and construction
- companies as well as of material
- Labour market – availability of quality, reliable personnel / contractors
- Site partner relationships, if any
Accountabilities of the job:
The role reports to the Program HSSE Manager, working closely with the Construction
Manager and the Project Management Teams. The role responsibilities include:
- Ensure site safety on the ground at the site, starting with the first day of site preparation.
- Manage day-to-day safety supervision on site, approve/ disapprove tools & work installations, intervention on unsafe acts.
- Support the layout of the site relating to constructability, accessibility, traffic ways, equipment transport, lifting strategies, etc.
- Ensure and participate in regular safety inspections on site/fab yards/ fab shops.
- Support Construction managers in resolving SHE non-conformances, concession requests, etc.
- Liase closely with the Contractor personnel at the field and Construction Site on all
- SHE matters, ensuring yard/field SHE are resolved in a proper and timely manner.
- Actively participate in Contractor selection (interviews contractor staff to ensure safe work attitude of contract company)
- Monitor SHE and procurement work performed by the Contractors and other third party designers/vendors, providing oversight and guidance, ensuring that all work satisfies specifications and standards.
- Review all Contractors’ and vendor systems, processes and procedures, SHE Plans, etc. for Safety aspects.
- Provide the team input into the preparation, review and approval of
- Procurement procedures, the Project Supplier List, contractor/vendor prequalification,
- Purchase Requisitions, Invitations to Tender, etc.
- Provide input into tender clarification/evaluation, contractor/vendor selection and contract/purchase order negotiation and placement, ensuring all activities are carried out in accordance with the Code of Conduct and SHE standards.
- Participate audits related to the SHE discipline of the contractors and support audits from outside parties.
- Support pre-commissioning and commissioning, etc. as required
- Set-up and develop construction safety introduction program
- Set-up recognition program
- Supervise office details / lunch facilities provided by contractors
- Lead monthly safety meeting for the program.
Specific Role Requirements:
- Degree qualified and chartered or equivalent in appropriate engineering discipline.
- High level HSE qualification.
- Sound knowledge and understanding of relevant Health and Safety guidelines.
- Proven track record of delivering leading SHE performance.
- More than 15 years’ experience on SHE management during construction on a major Construction Site.
- Experience managing SHE for construction in Belgium would be a significant advantage.
