Project Manager/Project Engineer


LOCATION: Port Arthur, TX

Duration: 2-3 year contract assignment
 

Position Overview:

We are seeking an experienced Project Manager / Project Engineer who has knowledge and experience in the design and construction of marketing terminals, liquids pipeline and liquid storage facilities, to include loading racks, meter stations, mainline pipelines, launchers and receivers, mainline valves, control systems, electrical systems and pump station / terminal facility piping.  The successful candidate will lead Company and third-party engineers in the engineering, detailed design, and project management for liquid terminal, facility, and pipeline construction projects within a phase gated project process.

This individual must be a solid facilitator, capable of working with minimal supervision, who possesses strategic decision making, analytical and communication skills.  In addition, this candidate must have experience with large terminal and pipeline facilities as well as pipeline interconnects in urban environments.

Responsibilities:

  • Collaborate with project sponsors, business development, project management, internal engineering, operations control, HSSE, land, and field operations to define project requirements and engineering deliverables, including project premise and concept selection report.
  • Deliver project work scopes consistent with strategic initiatives across functional and regional boundaries by coordinating with engineering technical services, operations, land, environmental permitting, and project delivery
  • Compile project decision support packages in conjunction with cross-functional Company and third-party resources, to include the following: project premise, project schedule, cost estimate, scope of work, drawing package, basis of design, and risk matrix.
  • Responsible for tracking key project deliverables and adjusting plans and/or resources to meet the needs of customers, reporting the status to management and making corrective actions.
  • Be experienced in both greenfield (new) facility requirements and brownfield facilities where new equipment must be integrated with existing equipment and auxiliary systems.
  • Successfully develop and execute projects within a phase gated project management process.
  • Develop and/or review and redline 3rd party developed drawings and documents, including plot plans, P&ID’s, one-line diagrams, civil/structural design, surge studies, pipeline routing, alignment sheets, plats/sketches/deeds, non-environmental permitting, hydrostatic tests, etc.
  • Engage with equipment manufacturers, service providers, and industry professional organizations to stay current with the latest design and maintenance technology, to include industry best practices.
  • Partner with supply chain to support and leverage global service and purchasing agreements and complete all bid packages and bid rounds.
  • Lead the resolution of technical/engineering issues during engineering, construction, and commissioning.
  • Complete monthly project controls requirements including cost forecasting, schedule updates, and project reporting.
  • Champion the project engineering closeout documentation process, including record turnover.
Basic Qualifications:

  • Bachelor’s degree in engineering, civil/mechanical/chemical preferred
  • 10-15 years of experience in liquid facility design, pipeline design, and project execution.
  • Knowledge of engineering design standards and applicable such as ASME B31.4, DOT Part 195, NFPA 30, API RP 500, and federal/state regulations
  • Experience completing terminal and pipeline feasibility studies
  • Demonstrated experience managing simultaneous projects with headline sizes between $10-20mm
  • Demonstrated proficiency in interpreting and applying engineering principles, theories, and concepts
  • Demonstrated experience safely designing and executing projects in a fast-paced environment
  • Have and maintain a valid driver’s license and safe driving record
  • Must hold or be able to obtain a TWIC
Preferred Qualifications:

  • P.E. License
  • PMP Training and/or Certification
