On behalf of the Major Oil and Gas Operator client, we are excited to recruit a Safety Case Specialist to join the Process Safety Management team. 

This position is key in driving performance standards, conducting workshops and ensuring compliance for case submissions. 

Key responsibilities:

  • Work seamlessly with Produce, HSE, Find and Develop, Legal and Government Approvals to develop and maintain Chevron Australia’s safety regulatory documents to ensure that safety regulatory documents are fit for purpose and meet regulatory expectations, and to maintain consistency of input across the business unit
  • Conduct and/or participate in process hazard analysis risk assessments and qualitative risk assessments required to support safety regulatory documentation development
  • Participate in and/or facilitate ALARP (As Low As Reasonably Practicable) workshop assessments
  • Application of quantitative risk assessment techniques required to review and interpret quantitative risk assessments to incorporate into the formal safety assessments within each submission
  • Review and contribute to operational performance standards to support safety case submissions
  • Provide guidance and technical expertise for engaging the workforce during development of the safety regulatory documents and communicating the requirements of them with the workforce
  • Coordinate and contribute to the development of the safety management system across all safety regulatory documents
  • Act as a focal point for safety regulatory compliance and liaise with key internal stakeholders, including, legal and relevant technical regulatory authorities as required
  • Provide guidance and support to capital projects with scope of validation requirements
  • Coordinate the submission and approval process with the Western Australian and Federal regulatory bodies for all safety regulatory documents. This includes pre-submission engagements and response coordination and engagements leading to receiving the formal approvals
  • Contribute to the development of systems to ascertain and monitor adequacy and compliance of operations and facilities to requirements of systems and processes described within accepted or approved safety regulatory documents
  • Provide expert advice and counsel to the Safety Case team lead, and where required other asset teams on matters relating to statutory safety regulatory, and dangerous goods safety compliance
  • Provide guidance and technical and compliance expertise during audits of systems and processes described within accepted or approved safety regulatory documents
  • Provide guidance to internal stakeholders on technical and legislative requirements related to storing, handling and processing dangerous goods
  • Develop systems and practices as part of continuous improvement processes for development and maintenance of various safety regulatory documents
  • Commitment to health, environment and safety and Chevron best practices
Key skills and experience required:
  • With tertiary qualifications in engineering (or science) with 10 years - experience in process safety, risk management and Safety Case regulation
  • Experience with and/or exposure to systems for design, construction, operation and maintenance of natural gas gathering and processing infrastructure
  • Sound understanding of safety design and safety standards
  • Familiarity with the formal safety assessment approach used in Australia
  • Extensive knowledge and experience with safety case/safety report based regulatory regime and safety and integrity management system development and implementation
  • Significant success and experience in building and maintaining positive working relationships with internal and external stakeholders, including regulatory authorities and industry peers
  • Knowledge and experience in risk assessment techniques such as hazard and operability (HAZOP) Studies, qualitative risk assessments and the application of quantitative risk assessment techniques
  • Due to the complexity of this role, the incumbent is also required to demonstrate:
  • Demonstrated ability to deal effectively with multiple conflicting priorities, complex problems and independently manage project deliverables
  • Demonstrated high-level negotiation, conflict resolution, consultation and influencing skills
  • Strong interpersonal skills with the ability to engage a wide range of stakeholders with varied interests
