Operations Manager - Israel - Rail

The Operations Manager will assume the functions of Safety, competence management and technical supervision of The Project Company's Operation & Maintenance performance activities in the terms defined in the Law and the Contract Agreement.

RESPONSIBILITIES
The Operations Manager Main activities and responsibilities related to the position:
-The Operations Manager will comply in full, and function according to the Railway Ordinance (New Version), 1972 and any other rules and regulations relevant to the LRT.
-The Operations Manager is the responsible for the safe and good operation of the LRT system.
-The Operations Manager is responsible for the performance of the LRT operation.
-The Operations manager is committed to provide good quality of service to the LRT passengers.
-The Operations Manager is responsible to assure continues service of the network while resolving
issues and problems that will develop from time to time.
-Define together with the managers of each unit in the operational team, the necessary resources for the correct development of their tasks.
-Supervise, review, update, improve and validate the safety plans, the procedures and instructions of operation and maintenance to guarantee that they are aligned with the legal and contractual
requirements.
-Enforce the instructions and operational procedures.
-Consider any requests of the State and provide solutions and measures while complying with the law and the operation contract.
-Supervise the implementation of all necessary means to ensure the quality of the system defined in the Agreement while complying with the safety rules and regulations.
-Supervise the major incidents and accidents (interruption of the operation).

Attend and represent the Project Company O&M related meetings with the State or with Stakeholders.

The OM will manage the staff of the operational department.
The Operations Manager must notify the Manager of the track about the following topics without
delay:
* Of any fatal or serious accident to persons, or serious damage to vehicles or installations.
* Operational incidents which raise public concern.
* Major disturbance to the LRT service.

Supervision and management of the Safety, Operation, Maintenance, Customer Service, performance, Quality Control, Security & Revenue Collection Activities.
Be available, in coordination with the Deputy Operations Manager, 24 hours a day 7 days a week by telephone, email and SMS to respond (and attend if required) on behalf of the Project Company's to any matters relating to the Operation and Maintenance tasks of the System.
Establish, validate, maintain, and optimise the Operation Services Plan according to the
Agreement and approval of the state.

IDEAL KNOWLEDGE, EXPERIENCE & QUALIFICATIONS
* Minimum of ten (10) years working experience in the field of railway Operation
and Maintenance, preferable as Operations Manager
* Training in Safety
* Good English skills
* Strong leadership, strategic planning, and business skills.
* Experience in change management within a large, complex, business
environment.
* Sensitive approach when complying with political and public sector issues and constraints
* Work in accordance with the Railways Ordinance (New Version), 1972
* Thorough knowledge of OM LTD. Operations and Maintenance Management System.
