Higher education (University degree or higher Economical) in the relevant speciality and not less than 10 years of work experience in the position of Contracts and Procurement Specialist.
• legal and regulative acts of RoK and international documents in contracts and procurement;
• production and joint operating agreements (PSA/JOA);
• applicable tax, legal and insurance requirements for projects;
• market methods of operations;
• development prospects of venture;
• methods and procedure of perspective and day-to-day planning of contracts and procurement activity;
• basics on RoK labour law;
• application of Value Assurance Framework (CREATE, ASSESS, SELECT, EXECUTE, OPERATE).
• proven man-management, negotiation, presentation and verbal/written communication skills in English;
• problem solving skills;
• intermediate to expert contracting skills;
• experience in large (>$200MM) Project contracts and procurement activities.
Develop overall contracting strategy when required and participate in stakeholder strategy workshops. Provide input regarding market impacts on strategy and gain alignment with company departments teams regarding timing of contracting activities.
Liaise with company user departments teams on specific issues regarding stage plans, decision support packages, value assurance reviews, contract and procurement plans for procurement packages been worked on.
Ensure company user departments’ teams are familiar with overall invitation to tender packages, contract structures, compensation, and strategy.
Participate in development of contract documentation with user departments and verify consistency / quality of overall invitation to tender package and in compliance with company procedures.
Provide input and expert guidance on ?ontractor pre-qualification and selection process.
Provide input into the structuring of pre-qualification questionnaires to gather data on potential tenderers.
Work with the company user departments’ teams to understand the scope of work.
Review contracts terms and conditions, the change order process, and claims avoidance.
Review / comment on procurement procedures / processes deliverables.
Coordinate the change control process, including variations, amendments, change orders and other contract changes.
Maintain close liaison with appropriate user department members and act as focal point for KPO user departments.
