Project HR & Admin Leader / Singapore

Technical Requirements:
* Advanced Expertise in Oil and Gas projects.
* Expertise in Technical Assistance Services coordination (Work Scheme Conditions, Master Contracts, RFS, POs, admin)
* Expertise in working with Project Management Team
* Excellent communication skills, dynamism, high motivation, "out-of-the-box" thinking, ability to convince, transverse coordination, organized, leadership and ability to put issues into perspective
* The language of the services is English, French could be used

The service provider shall:
* HSE:
o Demonstrate an exemplary behavior with regards to HSE,
o Implement HSE requirements within his area of responsibility.
* Organization:
o Assist the FPSO manager, the FPSO PCM Leader and the project PCM.
o Liaise and regularly communicate with the Affiliate entities on FPSO Package Manager request,
* Main task
o Develop and update the mobilization/demobilization plan and organization charts in coordination with the Project Management, the FPSO Manager, and the FPSO PCM Leader during all the phases of Project.
o Maintain Manpower Requests and Job Descriptions available in coordination with the FPSO Manager and FPSO PCM Leader
o Monitor the Personnel working on the FPSO package in coordination with the PCM team and control the expense in line with approved budgets.
o Develop and/or update the procedures relative to the management and the administration of the FPSO Package personnel according to Project specific conditions and in compliance with local rules for work / services locations of the Project including working hours and days, management of missions and expenses, conditions of international assignment, Mobilization / Demobilization and the like.
o Organize all activities necessary for the accommodation, schooling, transportation, visa, and the like.
o Organize the missions, assignment and relocation of the team in coordination with HR.
o Organize local personnel recruitment for the various fabrication yards.
o Assist individuals in their day-to-day HR matters and act as a facilitator throughout the project duration.
o Ensure a good coordination with Corporate and Affiliates HR teams and contribute to the application of the procedures for the various HR matters as directed by the Project Management, and FPSO PCM Leader:
* Project Management:
o Organize and participate in weekly/monthly progress meetings on FPSO manager request.
o Assist the Contract engineer when needed on FPSO manager request.
* Reporting & Communication:
o Ensure adequate and timely reporting of FPSO PCM Leader and FPSO Manager.
Ensure confidentiality of all the documentation produced.

Context
* Under the responsibility of the FPSO PCM Leader, the FPSO Manager and the Project Control Manager, coordinate the human resources and administrative work related to the development of the Blocks 20&21 FPSO package abroad before the FID date schedule to be Q1/Q2 2023.
* In charge of the entire organization of the team relocation to several location in Southeast Asia area: traveling, visas, accommodation, schooling, local transportation, and the like.
* In charge of the Human resources activities for local resources for the various fabrication yards.
* In charge of all Human resources activities into the FPSO team.
* In charge of all administrative activities into the FPSO team, including management of missions, and expenses control follow-up and reporting.
Team management of 5 persons.
