Overview
Chevron Phillips (CPChem) is currently seeking an Interface Specialist to support the development of Detail Design, Procurement, Construction, and Startup of the RLPP project.  The Project, to be constructed in the Ras Laffan Industrial City, (RLIC) Qatar, includes an Ethylene Unit, Polyethylene Units, Buildings, Product Bagging, Port infrastructure, associated utilities and external pipelines and power cables.  This position will initially be located long term at the EPC contractor’s office in either Asia or Europe (~18 Months), after which mobilizing to Qatar through the completion of the project. The total duration for this assignment is expected to be approximately 46 months.
The Interface Specialist is Company’s focal point for all interface management activities associated with the specific area of the assigned project and is an integral part of the owners’ project management team.  The role, which will report directly to the Area Project Manager and indirectly to the Interface Manager, requires collaboration with EPC Project and Interface Management teams and multiple internal and external stakeholders to setup and maintain a functioning and efficient interface management program for all phases of the project.

Responsibilities
An interface point is defined as the point at which design, construction, commissioning, or operation of a connection occurs between entities.  Examples include, but are not limited to, process, electrical, utility, instrumentation, and telecommunications. These entities may be between EPC Contractors or other operations within RLIC.  The Ethylene EPC Contractor will be responsible for overall coordination of the Interface Management Plan and process.
The Interface Specialist is responsible for the following:
  • Lead the interface effort, on behalf of Company, to ensure proper identification, definition, design, construction and testing of all interface points
  • Interface with the EPC Contractor providing technical guidance and coordinating resolution of technical issues, throughout the EPC phase of the project.
  • Facilitate resolution of interface design issues between parties
  • Support the EPC Contractor in the development and approval of interface agreements. 
  • Actively participate in Detailed Design, Procurement and support the project team during Construction and Startup phases of the project.
  • Represent the interface team in the 3D model and equipment layout reviews.
  • Ensure interface points adhere to the following:
    • Safety of personnel and facility
    • Provision of adequate operational accessibility and identification
    • Compliance with project specifications
  • Assist EPC Contractor through review and/or approval of key engineering documents such as:
    • Interface Drawings
    • Plot plans
    • Piping & Instrument Diagrams
    • Isometrics
    • 3-D model
  • Act as the primary contact for all interface items with Contractor.  
  • Participate in constructability value improvement reviews.
  • Participate in or lead development of interface pre-commissioning and commissioning plans.
  • Participate on and/or lead mechanical completion audits for interfaces.
  • Review and approve construction information requests (RFI).
  • Review and comment on Contractor change request.
  • Champion behavioral safety programs, process safety programs, and diversity & inclusion initiatives.    
Required Qualifications
  • Minimum of 10+ years of relevant experience of leading/working on large/mega EPC projects in a role of interface specialist, with Ethylene and/or Polyethylene experience a plus.
  • Previous site experience supporting piping engineering through commissioning/start-up will be advantageous.
  • Strong commitment to personnel and process safety.
  • Experience with dispute resolution
  • Knowledge of Industry Standards.
  • Capable of managing multiple assignments.
  • Excellent communication skills, teamwork, leadership, and customer focus.
  • Experience working on major projects in the Middle East, especially in Qatar is a strong preference
