The valued client, a large oil & gas joint venture, are looking for an Environmental Compliance Advisor to join their team in Kitimat, BC on a two year contract. 

The Environmental Compliance Advisor provides day to day support the client’s environment and construction teams in Kitimat to ensure that compliance is integrated into construction planning and execution, to undertake assurance activities, and to address compliance events as required.


The Environmental Compliance Advisor acts as the site point of contact and compliance focal for construction execution, supporting readiness reviews, technical queries and assurance processes for all the client’s construction works.

You will use your expertise to:

  • Support a safety-first culture in the project supporting the client’s journey to be the Safest Project on Earth.
  • Act as the key contact for compliance issues at the Project site in Kitimat, BC
  • Support the ongoing implementation of the Compliance Management System (CMS) and related processes
  • Lead and support integration of compliance requirements and assurance into construction planning and execution, including integration into Project schedule for event-driven compliance requirements
  • Provide day-to-day compliance support to the construction and functional teams related to compliance requirements and interpretation of commitments and mitigations
  • Undertake compliance reviews and assessments to support execution
  • Liaise with subject matter experts, Legal Counsel, and various functional teams to achieve compliance for the Project
  • Coordinate updates and consultation related to project management plans as defined in permits, approvals, and authorizations
  • Lead, plan and organize regulatory inspections and audits, as required
  • Manage compliance events related to construction execution, including but not limited to regulatory inspections, information requests and audits
  • Liaise with regulatory agencies at all levels of government to support construction execution, including liaison related to permitting, compliance events and regulatory submissions
  • Support awareness of compliance through all levels of the construction organization
  • Lead compliance assurance activities at the Project site
  • Lead engagements with internal Joint Venture functional teams, selected EPC Contractor and external regulatory, community and First Nation stakeholders as required to deliver effective compliance
  • Participate in review of technical inputs to contract bids and related assessment as required
  • Support interfaces between Project and Asset to ensure successful transition to Operations


To be successful, you will have:

  • Minimum of 4-year Degree related to Science or Engineering field or similar technical background with increased experience
  • Working knowledge and expertise related to regulatory compliance requirements in British Columbia, related to environmental requirements for project development and construction, with a focus on environmental requirements including but not limited to waste management, contamination, and wildlife / fish
  • Expertise in the field of Project construction execution, preferably in a major project setting
  • Expertise in the field of management systems, specifically related to compliance
  • Minimum 5+ years’ experience related to compliance auditing and assurance
  • Strong interpersonal and communication skills, particularly with building relationships with internal and external parties
  • Ability to lead and influence without direct authority
  • Ability to manage complex deliverables, including those that relate to external engagement and consultation
  • Excellent listening, communication, teamwork, presentation, and interpersonal skills, in multi-cultural environment.
 

Preferred Skills:

  • Management Systems experience, including working knowledge of ISO 14001 principles
  • Experience with evaluation of contract submissions and related processes
  • Experience with marine construction, including dredging and piling activities
  • Demonstrated ability to act in a lump sum and reimbursable rigorous contracting environment including holding contractors accountable for contract requirements; effectively cooperating to meet project compliance, safety, quality, schedule, and cost targets; and, preventing claims for delay due to interference with contractor’s work and/or not meeting contractor response cycle times.

This role requires that you:

  • Must be legally entitled to work in Canada (i.e., by way of Canadian citizenship, permanent residency, or valid work permit)
  • Work and reside in Kitimat/Terrace, BC.
  • Will be provided temporary housing for those not residing in Kitimat/Terrace region.
  • May have some business overnight business travel to Ottawa, Calgary, Vancouver, and Victoria as appropriate
  • Have key external interfaces including but not limited to: Impact Assessment Agency of Canada, British Columbia Oil and Gas Commission, British Columbia Environmental Assessment Office, Fisheries and Oceans Canada, Environment and Climate Change Canada, Transport Canada, District of Kitimat, Ministry of Health, Ministry of Environment and Climate Change Strategy, Indigenous Groups.
  • Be part of the Construction team, will work Monday-Friday, 10 hours per day (I.E 50-hour work weeks).
  • Are willing to work outside intermittently in all seasons, including rain and winter conditions
  • Are willing to comply with the company’s drug-free and harassment-free work environment and comply with all safety policies and procedures.
  • Undergo a pre-placement medical assessment of your fitness for duty, a background check and Pre-Site Access testing for alcohol and specified drugs.
  • Possess valid Driver’s License
 

 Know that this role supports the project and will end approximately June 30, 2024.
