The QA Engineer will be responsible for coordinating all the QA and QC activities during the Engineering, Procurement, Supply, Construction, Commissioning and Installation phases carried out by Contractor, Subcontractors and project to ensure that:
• The EPSCCI Contractor Quality Management System is fully developed, established & maintained in compliance with the EPSCCI Contract, and is in line with Contract Exhibit H.
• The EPSCC Contractor is enforcing his contractual commitments; is implementing properly his Contract Quality Plan and Objectives, is safely, properly, and timely performing his activities as per Company specifications, design, and codes.
• Project QMS is duly implemented by Company team members.
The service holder shall monitor, instruct, correct, and report the working practices of Contractor as necessary.
The service holder shall liaise actively with the Project Quality Manager, Project Quality Control Leader and Package Managers.
The service holder reports to the Project Quality Manager, highlighting concerns encountered during the performance of his duties.
The service holder is also accountable for demonstrating an exemplary behaviour regarding HSSE rules & requirements and for implementing HSSE rules within his area of responsibility.

ACTIVITIES
1. To adopt and to demonstrate an exemplary behaviour with regard to Company "Code of Conduct" and
HSSE rules and regulations. To implement HSE rules and requirements within his area of responsibility,
and to comply with HSSE training requirements for the position.
2. To support and enforce the Project Quality Management System and the Quality Management System.
To promote the Project Quality Policy and Objectives.
3. To ensure that Contractor Quality activities are planned and performed in accordance with Project requirements and Criticality Assessment/Surveillance Plan.
4. To define and develop a Package Quality Surveillance program covering Contractors and Suppliers in coordination with concerned Package Managers, Project Quality Manager, Vendor Inspection Coordinator and Work Package leaders
5. To monitor the performance of Contractors, Suppliers and Vendors QC activities.
6. To prepare the Surveillance services orders and to manage the inspection services contract for the packages.
7. To provide assistance to the Project Quality Manager in implementing the Project Audit Program.
To coordinate with Project Quality Manager for performance of Quality Management System Audit or Process Audit of Contractor and Key Suppliers.
To issue/review associated audit reports and to follow-up implementation of relevant Corrective Action Plans.
To witness Quality Audits performed by the Contractor on their Suppliers.
8. To develop Package QA/QC procedures/specifications/instructions.
9. To inform the Project Quality Manager of the need of Project QMS changes (Plans, Procedures…).
10. To monitor the implementation of approved changes (Change orders and Derogations).
11. To monitor the Company items management in liaise with the interface coordinator.
12. To ensure that 3rd party surveillance activities are satisfactory
13. To interface with Certifying Authority for Contractor/Supplier assessment of conformity.
To ensure that certification requirements are fully implemented
14. To review Contractor's and Supplier's QA/QC Organization to verify its adequacy and effectiveness to address all quality issues.
To ensure that Contractor's Quality Surveillance coverage is sufficient, and that Inspectors/Supervisors are of the required discipline, experience, and capability.
To review Contractor's POs to verify that QA/QC requirements are satisfactory considered.
To verify that Contractor QC program is in line with the Company expectations and requirements.
15. To participate when needed to KOM and PIM with subcontractors and Vendors, and to specifically remind the Contractual commitments and Company expectations with regards to Quality.
16. To review and approve the Contractor's Quality Control plans and Inspection and Test Plans.
To Mark up Inspection and Test plans with Company surveillance points, with specific focus on Hold points.
17. To participate in Contractor investigations of significant Quality failures or other work deficiencies
18. To review inspection reports and other quality records and deliverables issued by Contractor on completed works and activities.
To sign when needed Quality records on behalf of COMPANY.
19. To analyze and resolve issues and problems highlighted during the quality surveillance/ QC activities.
20. To review and assess the Contractor Non-Conformance reports (NCRs) and dispositions.
To ensure proper root cause analysis of Contractor quality failures is undertaken, and conclusions are reached, and corrective actions undertaken.
To follow-up and tracking of the Correctives Action Requests (CARs) and NCRs.
21. To participate to regular quality reviews and meetings with Contractor.
To review quality KPI’S, improvement efforts, quality issues/failures, NCR trends, etc ...
To maintain the Package Quality indicators (KPI's).
22. To monitor and review the regular reporting issued by the package QC Superintendents.
To ensure adequate and timely reporting to Package and Quality Managers.
23. To populate the QC reporting system enabling reactivity in the management of QC issues.
To maintain the Package Quality records and monitoring registers.
24. To raise weekly & monthly status reports to Package Manager and Project Quality Manager on quality activities.
25. To ensure a progressive review and compilation of As-Built and Final documentation

REQUIRED QUALIFICATIONS AND BACKGROUND
  • Professional Experience (years): 10-15 years of QA/QC experience
  • Experience in similar position (years): Mini 5-10 years
  • Level / Diploma: Recognised Engineering diploma in Quality Assurance Management Vocational Qualifications:
  • IRCA QMS ISO 9001:2015 Auditor/Lead Auditor
  • Languages: English mandatory
